the Office of Personnel Management
0:02
recently announced a major milestone
0:04
with respect to how it processes
0:07
retirement applications for federal
0:09
employees This has the potential to
0:12
really be a boon for federal employees
0:14
in the long term Here are the details If
0:18
any of you have retired from the federal
0:21
government in the last few years you
0:23
probably know how long the process can
0:26
take It can take at a minimum months It
0:30
can even take upwards of a year or more
0:32
Some of the comments we've seen from our
0:34
readers and viewers on YouTube have
0:37
indicated that it has in fact taken over
0:40
a year for their retirement applications
0:42
to be processed by the Office of
0:44
Personnel Management What you may not
0:46
know is that the way the process works
0:50
currently is OPM processes all of its
0:53
retirement applications for new federal
0:55
employees completely by hand using
0:59
paper And it does this using reams of
1:04
paper files stored in a limestone mine
1:08
outside of Berser Pennsylvania This
1:11
facility is known as Iron Mountain and
1:14
it's been in use as a secure records
1:19
1950s The government started using it
1:22
for that purpose during the Cold War um
1:26
because it was considered a secure
1:28
records facility that would be more
1:30
resistant to bomb threats This mine and
1:33
this process that OPM uses
1:35
recently gathered national attention
1:38
because Elon Musk pointed it out He told
1:41
reporters at the time quote "We're told
1:44
the most number of people that could
1:46
retire possibly in a month is 10,000."
1:49
Were like "Well what Why is that?" Well
1:52
because all the retirement paperwork is
1:55
manual on paper It's manually calculated
1:58
and written down on a piece of paper
2:00
Then it goes down to mine and like what
2:03
do you mean a mine The Department of
2:05
Government Efficiency posted about this
2:08
on X and in that posting it said federal
2:12
employee retirements are processed using
2:14
paper by hand in an old limestone mine
2:17
in Pennsylvania 700 plus mine workers
2:21
operate 230 feet underground to process
2:24
approximately 10,000 applications per
2:26
month which are stored in manila
2:28
envelopes and cardboard boxes The
2:31
retirement process takes multiple months
2:34
The Office of Personnel Management is
2:36
well aware of this problem and the
2:38
delays it creates with processing
2:41
federal employees retirement
2:42
applications by hand using paper Past
2:45
efforts to modernize the system as well
2:49
as recent ones have been made in order
2:52
to bring the system into the 21st
2:54
century For example in 2008 OPM tried
2:58
and failed to modernize its retirement
3:00
processing system when it set up the
3:02
retire easy program It was suspended
3:06
after a couple of years and also
3:08
spending millions of taxpayer dollars
3:11
due to problems with the contractor More
3:13
recently in 2023 OPM launched its
3:16
retirement quick guide which is still in
3:19
use and on its website today This helps
3:21
federal employees understand the
3:23
retirement process It provides a current
3:26
estimate of how long the process is
3:28
expected to take from the time you
3:30
submit your paperwork until you start
3:32
getting your full annuity payment And as
3:35
of the time of recording this it's
3:38
currently estimated at 3 to 5 months And
3:40
it also highlights common mistakes and
3:42
how to avoid them such as missing
3:45
signatures on documents And just last
3:47
year in 2024 Federal Dues Network
3:50
reported that OPM announced it was
3:52
developing and testing a new online
3:54
retirement applications processing
3:56
system The tests included a pilot
3:59
program that was running at several
4:01
agencies Guy Cavalo OPM's chief
4:04
information officer told Federal News
4:07
Network that it would take quote many
4:10
years to modernize the retirement
4:12
processing system but that the agency
4:15
was working on it incrementally Now fast
4:18
forward to February 27th OPM announced
4:21
on that date in a video that was posted
4:24
on X that it has achieved a major
4:26
milestone with respect to processing uh
4:30
federal employees retirement
4:31
applications The AY's acting director
4:34
Chuck Ezil said in a video that the
4:37
Trump administration gave the agency a
4:40
challenge It wanted to see if OPM could
4:43
process a retirees application in just
4:47
one week but also do so completely
4:50
digitally The video then goes on to say
4:52
that the OPM retirement services team
4:55
was able to complete this task in just
4:58
two days And as Matt McIaac the deputy
5:01
associate director for retirement
5:03
operations at OPM said in the video
5:06
quote "We've proved that it's possible
5:09
and now we are going to figure it out
5:11
and we're going to get this done for
5:13
everybody else too." Also even more
5:16
recently just a few days ago Airbnb
5:19
co-founder Joe Gabilla told Fox News
5:23
that he wants to create a quote like
5:26
store experience for OPM's current
5:30
antiquated retirement processing system
5:32
What he told Fox News was quote "This
5:36
will be an online digital process that
5:38
will take just a few days at most It's
5:41
an injustice to civil servants who are
5:44
subjected to these processes So what
5:47
does this mean for you federal
5:50
employees Well the important point with
5:53
all of these recent events is that OPM
5:56
and the Trump administration are
5:57
obviously focused on this and they're
6:00
aware of the problem The agency is
6:03
clearly working towards finding a
6:05
solution for it It's done that in the
6:08
past but they did have a successful test
6:10
recently according to the video they
6:12
posted on X So that's some good news If
6:16
the modernization efforts are successful
6:19
ultimately this is good news for you for
6:22
federal employees To go from a
6:24
paperbased system that at best takes
6:27
months to a digital system that takes
6:32
just a few days would be a huge help to
6:36
retirees And that's because of interim
6:38
payments When you first retire from the
6:40
federal government you submit your
6:42
retirement application you get what are
6:45
known as interim payments and those
6:49
payments represent a portion of your
6:51
full annuity payment So what that means
6:54
is that new federal retirees are left
6:57
without their full retirement income
7:00
until the Office of Personnel Management
7:03
finishes processing um your retirement
7:06
application So obviously it would be
7:08
better for this part of the process to
7:10
be only a few days rather than months or
7:13
even upwards of a year It means you'll
7:15
get your full retirement income that
7:18
you've been budgeting for and are
7:20
expecting much more quickly This is an
7:22
interesting and I think pretty exciting
7:24
milestone that OPM has announced with
7:27
respect to modernizing its retirement
7:30
applications processing system It'll be
7:33
interesting to see where it goes from
7:34
here and if the agency's ultimately
7:37
successful It'll be good news if they
7:39
are for the federal workforce because it
7:41
means that when federal employees retire
7:44
from federal service they'll get their
7:46
full annuity payments much more quickly
7:49
The agency's obviously been focused on
7:51
it in the last few years especially
7:53
since they've made strides along the way
7:55
that have apparently ultimately
7:58
culminated in this announcement they
8:00
they made in February I hope you found
